As administrator, I installed and can use SMP. My wife is under a different user name, has limited access designation so she does not erase things accidentally, but she cannot run SMP under her log in.
1. Is SMP able to be run under differnet users on the same computer?
2. Can SMP be launched and used by limited access user in Windows XP Home edition and if so, How?

You may want to install two copies of Pro -- one for you and one for your wife. I just sent you directions on how to do so. Let us know if this doesn't help your situation.
Unfortunately I am not sure how Pro will run with limited user access. It most likely depends on what type of access you have given your wife.
