In order to do this, please be sure that you have selected "Will not ship - local pickup only" for the ship-to location. Should you continue to have trouble with this, please let us know the name of a pending listing that you are having trouble with (so that we can take a closer look).

I'm still having problems with this. I have the box checked that says I won't ship, local pick up only. I keep getting a response that I have to pick at least one shipping carrier??
Is the item complete enough so that you can upload it (without scheduling or launching it) to your pending listings, so that we can take a look? Or would you be able to send us a copy of the batch file for the item?

It won't let me put it in a batch file from my inventory. I get the message...
You must specify at least one U.S. shipping carrier.
Auto send WBN requires at least one valid shipping option
At least one shipping option must be set.
I have local pick up only box checked. I also have checked I am not specifying shipping costs for Ebay checkout.
Please try unchecking the box for "Send winning bidder notification upon auction close" in the middle-right of the Basic Information tab for the item, and let us know should the problem continue.

That seemed to work. Thank you, Nathan. So, I guess I will have to manually send a WBN? No biggie. Thanks again.
That is correct, for Local Pickup Only listings the winning bidder notification would have to be sent manually.
That said, you can setup the WBN to be sent automatically once the listing is live by editing the WBN from your active section and setting one of the custom shipping carrier fields to say 'local pickup' and then set the price as $0.00.
