Good suggestions.
Driver's license-(why?-support identification issued through a government agency).
Bank statement (match information on file to named account holder)
Credit Card (match cardholder to name to card they registered).
Utility Bill (match address to name)
That should explain it a little more. These are only asked for in the event of a discrepancy in id,banking information,credit card information, or inaccurate contact information. Of course, you are always assuming the fault lies with PayPal and not the information provided by the user( or reported back to us by another agency (such as the bank or credit card company).
