Two of the last three times I tried to pay with paypal it wouldn't let me. I am a verified paypal member (not premier). I simply want to pay for an auction using funds currently in my paypal account to be shipped to my address on file. You have verified my mailing address, you have access to my bank account. Now, apparently, you want my credit card number for a transaction that has absolutely nothing to do with credit cards. I'm sorry, I refuse to give out my credit card soley as a form of ID.
I assume the problem stems from the options the seller(s) have set on their end regarding receiving payments. So my question is: What do I need to tell these sellers so I can actually USE your service?
Added on 2/20/01. I am really starting to lose it here, Damon. I am a verified member. You have verified my mailing address. You have verified my bank account. Why the heck can't you just put my mailing address down as verified? I guess that just makes too much sense. Instead I have to convince each and every person I buy from that I really am verified, am not a scam artist, and explain to them how to let me pay even though I am (dare I say it) verifed. I thought paypal was supposed to be quick and convient. As far as I can see, it ain't neither one.
Sheesh!
I would still like an answer to my question.

I can't discern where the issue is coming into play, but is this happening when you go to send payment? Are you clicking on the link to use another payment method. Please let me know what is happening step-by-step and I will try to assist.

This happens sometimes when I make a payment. I don't know what you mean by "link to make another payment method". I have always used funds currently in my account and don't recall ever seeing this link. I'm verified, but it is a personal account if that matters.
OK, let me take you step by step. I tried to make a payment and went through the first screen titled "Send Money", since it was payment on an auction, the second screen was "Enter Auction Payment Information". No sweat so far. After hitting continue, the third screen started with:
"Due to security reasons, this recipient requires a shipping address in order to complete the transaction. Please add an address by clicking on the 'Add a New Address' button."
Halfway down the same page was:
"Your seller requires that you select a shipping address before you can complete this
transaction."
Below that was a drop down menu with the only choice being "Please add shipping
address" and next to that was a link "Add a verified Address" which led me to a page
that wanted my credit card number. If I'm verified, I don't understand why my address
is not on that drop down menu.

Damon, this situation is also creating a concern for sellers. Those of us who have opted to accept/reject payments manually are getting non-CC payments with no verified address and are unsure of what our liability is in these cases, given that apparently even non-CC funds can be charged back:
If we waive our Seller Protection by accepting these payments, then PayPal must come up with a means of allowing folks who use non-CC funds to verify an address, aside from providing a credit card number.

Blondesense: This is EXACTLY what has been happening with me.
So...I just started sending money orders or checks again...
Now I only use PayPal to receive payments.

Thank you SOOO much Olgacollie. I was beginning to think I was the only one with this problem -either missing something totally obvious or just being blonde.
You are a Verified Member with a bank account. The street address on file is not verified with a credit card address verification.
The seller only accepts payments from a credit-card billing address that has been verified.
In order to accept the payment from a PayPal balance or bank account payment the seller would need to change their payment receiving preferences. In order to have a credit card address verified account (even when making a bank payment) you would need to have a credit card on file to release the address the recipient is looking for.

Sorry, I don't really mean to be rude, but if you reread my posts I had pretty much figured all that out, but I still don't have an answer to my initial question. Next time this happens, I would like to be able to email the seller and say "I would like to pay by paypal, but in order to do so you will have to go into your "payment recieving preferences"? and change......what?????
Since I have a personal account and this happens with the premier accounts I don't know what options they have, and would like to be specific in what I tell them. The first time this happened I emailed the seller and said "Well, I think you can change something somewhere so I can pay....."
You get the idea.

We actually had a discussion about it last night and realize it is an issue (that there is no way around unless the seller changes something--at least at this time). If it is any comfort, there are very few sellers that have this preference set in the system.
Product is looking at the avs issue for verified bank account users that do not have a credit card on file (as well as verifying additional addresses)
I basically posted the information to make sure we are on the same page and we talked about perhaps changing the messaging on the site when this type of transaction is happening.
