Dear Paypal,
A buyer sent me a payment by Paypal. I was not registered with Paypal. Paypal accepted the money and sent me a "money waiting email". Because my buyer was leaving town, I signed up with Paypal, after checking out their site.
When I tried to get my money out they wanted my credit card to be verified, which I am not interested in letting them have. So, I waited until the buyer was back in town and told her to retract her money from Paypal and she mailed me a check.
I went to the Paypal site and tried to close my account and they said I could not. Why? At this time I do not feel confident in Paypal so I do not want to do business with them. I am too new to mess with electronic transfer of funds. Thanks
A user of our service has to have a verified billing address for a credit card on file to withdraw by check or a user can have their bank account on file for electronic transfers. The other option is to fax over information to the account review department to have the address verified ([email protected] is the alias).
These are security precautions to verify identify and I am sorry if they seem so harsh, but they are in place to protect the user base from potential fraud.
You may want to send the money back to the user if it is in your account and then you can try to close the account by logging in and going to Profile.

Good luck closing your account! It took me 5 MONTHS to finally get mine closed and then it only happened because I let PayPal know that I had given up - that they could keep the 48 cents left in my account - and I would happily use up their server space and never use the account again. Mysteriously the other day I got an email saying that my account had been closed ... and it has been! HOORAY - I'M FREE!

Why is it ok for Paypal to accept money in my name when I am not registered and never was registered? I know they say it is their customer's money, until I claim it. I still resent them accepting it in the first place. I feel like I was being forced to join. Now when I want to close, they say I am not verified. Also it says I can never open another account. Why? Maybe when they get their act together, I might want to join. I had a store for eight years and never had a chargeback, I have a domain name and a valid ISP account. It took days for them to answer my first email to them. The answer was a form letter. I think their customer service needs great improvement.

I forgot to say I have no money in the account as of now. My buyer retracted the one payment. I want to close my account because I do not want any payments going into it.

Hi jcmaya,
The only way PayPal accepts money on your behalf is if you have an account. If a sender sends you money via PayPal and you don't have an account or don't want to get one---they can reverse the transaction if it is not claimed. That money is theirs until it is claimed by another account.
