I have concerns about a transaction. The seller is a new user on eBay (no ratings, account created past 30 days) and new user on Paypal (account created 3 weeks ago). However, he has a verified premier account.
What does that mean exactly? Does the "verified" status mean he has a bank account in the United States, or could it be international? And are there additional identification requirements for a premier account, or you just need to pay money and that's it? I don't know if he has a confirmed address or not.
Verified members have registered, and confirmed via random deposits, their identity and it gives us greater likelihood of an id match.

I understand the steps for getting verified. But there's no guarantee that the financial institution is in the US (as opposed to one of the unsupported countries by Paypal policy), right?
Is there some way to determine if a user has a confirmed address, or at least that the money is being sent to a country that might enforce laws?
Verified bank accounts only apply to domestic users and is not extended to international users at this time. The banks are also limited to US banks to the best of my knowledge (routing numbers provide us a clue as to the origin of the bank).

As a Paypal customer from the UK, I would like to say that Paypal does verify bank accounts over on this side of the pond. By taking the CC or Debit card details, a nominal fee is posted to the bank account with a security number. This number is then used to verify the account. I hope this clears up some of the confusion.
It is true that PayPal will verify bank accounts across the pond now, but the account will not appear as 'Verified Account' when someone goes to pay instead they'll see 'International Premier Member' or 'International Member'.

We do offer bank account transfers, but verified is also part of our Seller/Buyer Protection Program, which is not extended to international transactions.

Do I have to pat my head & rub my stomach while accepting payment? Is it the other way around? These paypal rules are so confusing.
