I won a auction and if I want to use paypal I have to pay .30 for his fee, since i'm a seller myself I don't think this is fair I don't charge my bidders for a fee for using paypal since its a payment option for my auctions. I thought this violates TOS but i'm not sure, please help... Thanks

Charging a fee to accept PayPal does violate PayPal's TOS. If the auction was on eBay it also violates their rules also.

I sell on eBay but I bidded on this item on Yahoo, I guess my mistake but then I even tried explaining that he shouldn't occur a fee because I use the money in my account not by credit card, but he still wants me to pay .30 I mean I know its only .30 but If i did that I could have quite a bit of money in 2 weeks with how many payments are made through paypal, Is there any way to report him or something...it just doesn't seem right...
