In user preferences on the order preferences page, there is an option:
Apply shipping and discounts based on each individual item in a multiple-quantity listing being shipped separately
or
Apply shipping and discounts based on all items in a multiple-quantity listing being shipped as a whole
I'd like to see that as an option at the item page level. It really makes more sense there because it really depends on the item. Small items can usually be shipped together when multiples are purchased, but large items may need to ship separately. Of course it would not apply to ebay, but it would be useful in the vendio store.
