I've noticed some changes as I've been getting my last minute auctions in before the fees begin.
There is an option to "report nonpaying bidder" on some of my auctions that closed. I think that this is in the auctions greater than $10, but can't be sure.
I utilized this feature and reported a NPB and in return received this partial email...
"Once you have submitted a complaint, here's what to do next:
1. We urge you to contact the bidder and try to resolve this dispute directly. Many auction disputes are simply the result of miscommunication. We have sent email to alert the winning bidder that your complaint is on file and could have negative consequences for the bidder. We've advised the bidder to get in touch with you. The bidder's email address is: XXXXXXXXX
2. To review the complaint, return to your closed auction page, accessible through the Closed/Sold tab on My Auctions. Here's where you can cancel the complaint if you have resolved the problem or escalate the complaint if necessary.
3. If you have been unable to contact the bidder or resolve your dispute, you may escalate the complaint 10 days after filing a "Non-Paying Bidder Complaint" and up to 60 days after the close of auction. Do this by viewing the complaint from your closed auction page and clicking on "Escalate."
4. After you escalate the complaint you will receive a confirmation email from Yahoo! Auctions. At this time we encourage you to blacklist the bidder from bidding on your other auctions. We also encourage you to submit a negative rating for this non-paying bidder. If the bidder accumulates several negative ratings or if several "Non-Paying Bidder Complaint" forms are filed, the bidder may be suspended from using Yahoo! Auctions.

My overall impression was that Yahoo will continue to send out auto responses and don't expect any help in resolution. Has anyone else looked at these changes??
