i have a yahoo shop and an order coming from singapore placed on oct 4,2001 with a warning from yahoo saying this card could be suspect,turned out to be a fraudulent card,my cc issuer has initiated chargeback on 12.18.01.
currently i have a customer who has placed a large order in my shop last month trying to place a second order,his cards are not going thru,one is a decline,one is a fail -to call voice center,and the message is that it is a pickup card.
so watch out from shoppers coming from singapore and malaysia.

You should be suspect of any foreign orders using a credit card.

Americans just don't get it.

ONLY AMERICANS live on plastic

ONLY AMERICANS have a dozen credit cards for everything.

I lived abroad for a few years THE ONLY PEOPLE THERE I EVER MET that had ANYTHING with a visa/mastercard logo were the ones who traveled to the USA more than once.

COMMON PEOPLE AROUND THE WORLD DO NOT HAVE VISA/MASTERCARDS!!

The only places around the world I have been to that even accept visa/mastercard are heavily American tourist traffic places.

And I have been all over the world.

I am sorry you got screwed. I feel sad every time someone shows up here after getting scammed by someone abroad that paid with a credit card.

All those fancy, shmancy verification programs do not work against foreign credit card numbers. That new little 3 digit number ACH or something like (on the back where you sign the card) that is only on american cards and only american cards can be verified with all these high tech softwares companies use these days.

true many foreign countries,only tourist areas which cater to westerners accept credit cards.
singapore used to be under martial law,dunno what is the situation now?
but it is still strict with law enforcement,you actually get jailed for not using pedestrian crossing.
well,these guys are not using po box and all items have to go through their customs,they are leaving trails .

Japan too! Workers at retail shops sell cc numbers to a fraud ring.

us workers do that too,retail stores have high turnover,you never konw which joe or johnny walk out with your customers cc.
now the cc processor is asking online shop to produce signed order form and signed receipt of itemised invoice??
now how many online sellers or shops can produce signed order form???
of all the paypal bashing,at least paypal has not asked for signed order form??
the issue here is a ring of foreign crooks managed to harvest a list of us credit cards and merrily plug that info in online to order goods to be shipped to their country.
question is when a foreigner use the us credit card,the authorisation process of the cc processor is not aware that this card is issued to an american by an american bank and the ship to and bill to are both foreign and the names and addr do not match that of the card.

canada,western europe,japan and usa,australia are places where citizens carry credit cards.
asian countries such as singapore,hong kong etc,depends on individulas,mostly younger professional who are western educated,older folks can be very stubborn and leery of this plastic thing??
of course poorer folks cant afford it.
there are still many parts of the world,people just dont mind carrying lots of cash,buying from shops which do not take checks or cc.

inflation rate is a lot higher among asian cuntries dues to their expanding economy.
folks who do not manage their money well,cannot keep up with inflation.
here in this country,100 dollars can still buy you a few bagful of grocery,but in hong kong,100 hk dollars buy you 3 sunkist oranges,3 red delicious apples,one papaya,one newspaper plus change to take a bus home.
