Well, I finally have had a Non Paying Bidder, in fact, 2 of them on the same day. They both even wrote back, and said they were paying, and then several weeks, and nothing. I've tried contacting them many times, and not response, not even a 'Go Away'. Is there any way to pull their user information for a phone number, like on eBay?
How do I go about claiming a Final Value Fee credit?
Also, is there a cut-off time for leaving feedback (90 days, etc)? I don't really understand Yahoo's feedback system, as it seems you can change a feedback after you have already left it?

No way to pull user information that I know of. There is a FVF time limit, I'm just not sure what it is.
Real easy to file for a refund. Just go back to the auction and there should be a link in the auction page to file and leave feedback.

Yahoo is very simple and ebay is very complicated. To file an NPB on ebay you need to be a CPA and must jump through a bunch of hoops. Yahoo is a simple mouse click or two and ten days later you do the same thing.
The feedback is the best part. No $20 fee to an arbitrator to try to get a feedback change. A seller can use the feedback system to help coerce a buyer into paying or ridding Yahoo of a bad rookie buyer with a zero rating by giving that user a -1 rating and therefore making the user unable to bid on any more auctions from any Yahoo sellers. Ebay doesn't have those features.

Filing for FVF is quite simple. Go to the auction and open it. On the line where it shows the persons id and e-mail, there is a link called "view". Click on it and go to the link that says "file complaint for non-payment" and go from there. Then after 10 days if no payment. Do the same thing except it will say esculate the complaint. Do that and then leave a negative feedback and that will get you your refund. Although I haven't had to do it since late last winter, it does work quite well. The rules are similar to ebay as far as time frames go.
