1. IF you mean "decline" and not "deny," then I don't believe there is a way to "block" an incoming payment
2. Since I don't think you can actually block a payment to you, the only alternative is to watch for it to come through, and then refund it immediately.
If such is an AUTOMATIC withdrawal, PayPal has a phone number listed where you can call them on their site, so just call them and ask them the specific question.

Just refund the payment. PayPal will not charge any fees on refunded payments. There is a link at the bottom of the page. Once the payment is returned to the buyer, you will note that there are two entries - refund of money from your account, and return of moey from fees.

Don't get confused with the extra lines. You are concerned with the total refund. Not where the money comes from. It will work out properly in the end.

there is also settings in paypal payment recieving preferences to block certain payments or will ask you to accept or deny payments.
