I have been reading the threads here and keep seeing where some people are mentioning that pay pal isn't free any more. I signed up with them several months ago but have only recently begun to use my account. Does this mean I'll be charged?

Only if you reach a limit of $500 in a six month period on credit card payments(incoming). Then in order to keep getting them you have to upgrade and Pay,so yes in that way it is No longer free.
