Ebay offers an Insertion Fee Credit for Relisting an Item:
If your listing ended without a winning buyer or resulted in a non-paying buyer the first time, you may qualify for a credit by relisting the item. If the item sells the second time, eBay will refund the Insertion Fee for the relisting.

How does Sales Manager Inventory Edition track ebay insertion fee credit?

Hello Spee,

The inventory edition will always submit an item as a relist to eBay if it qualifies, otherwise it will submit the item as a brand new listing.

At eBay directly, if you list an item and it doesnt sell the second time around and choose to relist it again - it no longer qualifies for relist credit. (it used to, now you only get credit if it sells the second time where before you could get credit every even number of times it was launched.)

However, when you setup an item to list automatically from SMIE, it will only resubmit the item the second time around and then list a brand new item the 3rd so eBay sees it as a brand new auction and gives you many more chances to receive this credit.
