These are unsigned, but I do believe they are silver plate. There are 3 diminutive or demitasse cups holders, frames with handles and cutwork trim. These are 2" wide at the rim and 1 1/8" deep. The saucers are 4" with a 1.75" wide insert for the cups to sit. Damage includes one cup holder that has 4 slits around the sides all on opposite sides, someone might have shoved a larger cup in there. One saucer has green patina on the rim that does not clean up and another saucer has a tiny dent on center. See photos.
