The Walter Merten Company has been producing miniature plastic railroad accessories in a variety of different sized scales for many, many years. I used these figures in the 1970’s and early 80’s to build scenes inside goose eggs, which were cut, hinged, strengthened and decorated in appropriate seasonal themes. A Dad and his little girl clutching a teddy bear wait along with a school girl carrying her books. Two little children, already served, eat their treats. So darlingly detailed!  The adults in the case measure just ¾” high, the case itself 4-3/4” long x 1-3/8” wide and marked West Berlin – Made in Germany, being produced prior to the fall of the Berlin Wall in 1989 and German reunification. These would be wonderful to use in an HO Gauge miniature railroad layout but could also make a charmingly detailed scene in your Barbie or 1/6th scale Dream house or diorama or a small  scene to sit on a shelf or in a curio cabinet.
