Both the Okura and the Yashira Clans, fighting for control of Tokyo’s lucrative drug and gambling trades, are playing dirty in their toughening game of bloody rivalries. Tough undercover cop Hayata Shiro is given the assignment to infiltrate and destroy the Yashira Yakuza Clan.

After seemingly resigning from the police force, he's soon hired by his mobster pal Asai and given the job of terminating the rival Yakuza Boss, Okura. But Hayata's assignment takes a turn for the worse when his cover is blown, so he turns the two criminal organizations against each other, climaxing in a brutal, violent and amazing finale.
