This item is a brand new harness step in kind, and a 4 foot leash. Great for small pets approx. chest size is 11 1/2" to 17" adjustable. Please measure your pet before buying. Harness fits around their shoulder, not their necks.  This is the step in kind. Material is nylon webbing.  Approx. 5/8" wide. Leash is 4 ft. long, with retractable metal clasp.
