The pouch works by blocking most (not all) cell phone signals so that the operator knows you are still "online" but the signal is simply no longer powerful enough to send and receive calls.

It works well in Hong Kong and China where operators gives callers different messages for "phone is off" and "phone is unreachable". Normally the "phone is unreachable" message is given when say, you're in an elevator, subway, or tunnel crossings. I'm pretty sure operators in other countries also have this two messages.
When I called myself with my cell phone "blocked", it took a long while before I hear the unreachable message - it almost seems like the operator knows you're on but they can't find you. Normally when my phone is off the caller would immediately get a "phone is off" message after dialing.
So now when you don't want calls, you can tell people you're in a signal blind spot and it's the operator's fault (not yours)!
