This is a guide put out by the American Legion ahead of the WWII Memorial National Dedication Day of May 29, 2004, in Washington, D.C.  It was to help veterans' organizations plan for their ceremonies on dedication day, such as a form for a Certificate of Appreciation, letters to elected officials, news releases, milestones leading up to dedication day, etc.  Also included is the Fall 2003 edition of the newsletter of World War II Memorial Society with a message from the National Chairman, Senator Bob Dole, and all about the celebration May-27-30, 2004.  See photos.
