This is a 100% legit Pikachu which is obtained only from the Wii game, Pokemon Battle Revolution.
In order to get Pikachu, you must completely beat the game, and then ONE Pikachu only may be transferred to a game cart.

Q: I don't have the Pal Pad yet, where do I get it?
A: Visit a Pokemon Center and go downstairs. The very first lady at the desk will give you a Pal Pad when you talk to her.

Q: How do I get a friend code? Where can I see it?
A: You are assigned a friend code the first time you connect to Nintendo Wi-Fi. Simply receive the Pal Pad and connect one time, and you will have a friend code. Your friend code can be viewed by going into the Key Items section of your backpack and using the Pal Pad. This is also where you go to register the other person's friend code in order to trade.
