Morgan, who designed the obverse and reverse of the coin. Morgan's monogram can be seen on the base of Lady Liberty's neck on the obverse.
The dollar was authorized by the Bland-Allison Act of 1878

This is a beautiful1921-P Morgan Silver Dollar with Solid Details. A VERY NICE COIN!!!
