I have this strange furry thing that I am being asked to research for listing viability but first I need to know what to call it. Basically it is a short cape (24" from shoulder seam to base) with a two button closure and and covered slits for you to put your arms thru. Personally when I think cape I think something longer ithout the slits so I was wondering if there is a more accurate name. It dates back to about the 30s.

It sounds like it's a stole or a shawl - I think a stole has armholes. I've also heard it called a bolero cut. Perhaps the title should read:
Roadkill stole/cape/shawl/bolero...

Fluffy has it right, I think. Not a stole or shawl, definitely.

I agree with Fluffy. I have patterns for capelets and they are basically short capes.

I bot one cut like that made with rabbit fur years ago at Boston flea market .
I wore it to Las Vegas once ,the piece was falling apart, but no one looked that close,I was quite well treated everywhere I go.
