I have a buyer who won the auction and left me feedback right away and she also paid right away. When I went to ship her item the name and address listed with paypal was totally different then what was listed with ebay.
I went into my ebay to send her an email asking which address was correct, it showed that she was not a registered user, but this didn't show when she won the auction.
She has very low FB but all showing 100%. I also noticed that she left FB for all the sellers that she won items from on the same day she won them just like she did with me.
My question is do I return her paypal payment?
She has not responded to any emails I sent to her personal email address and through ebay email.

Give'em a few days to answer your emails they may be on vacation or the emails are being blocked. If they have a phone number listed give it a shot. For me I would have stuffed the thingy in a box and sent to the eBay address. Good luck.
I sometimes do a phone or address search online works some of the time.

If you send it to the confirmed Paypal account you should be OK, rather than the Ebay account address. Have had that happen several times and no problems.

Sounds like a hijacked account.

It looked like she had that dreaded neurological disorder that lets you browse and bid on eBay all day long but won't let you push the "Pay" button.

I too would send it via the PayPal confirmed address. Sometimes a person bids on an item for a friend or relative, and the item is to go to that other person.
It would depend, though, on whether it was a high-ticket item. In that case, I'd pursue the answers a while longer.
