Hi Damon. My relative is sorely upset at PayPal and is withdrawing the money he had in his PayPal account. He has his account backed up by his checking account NOT a credit card. He also had over $100 in his PayPal account until he got fed up with PayPal. The problem is, that he has tried two times to pay for auction items with cost totals far below the amount he already had in his PayPal account. Yet when he got to the last page of the PayPal transfer money process to pay the sellers, PayPal kept insisting/demanding a credit card number?????? He is a verified PayPal member with his account backed up by his checking account, not his credit card!!!! What is going on?? Why is PayPal dong this? I believe others have had this problem but I cannot find some of the original discussion threads, so Damon, I need you to help troubleshooting on this. Unfortunately, I have heard more than a few PayPal customers say they have had it with these PayPal inconsistencies and annoyances. As always, Damon, your help is appreciated.

Hi,

I have a feeling they may be clicking the wrong option on the send money screen (possibly). Can you have them do a step-by-step (they may be clicking on the instant ach function and not echeck).

Damon, I'm having the same problem.
I'm a verified member, backed up by a checking account. I do not have, want, or use a credit card, as I always pay for my auctions using the balance from my eBay sales.
So far so good.

Today I tried to pay an auction today to a Verified member. Usually when I did that, I had to go through the process twice, because the system told me I had to have a confirmed address. Then on the second time the payment came through when I clicked the "do not provide a shipping address"
As you can see on the image below, that is NOT an option anymore, and if I want to pay, I have to have a CC.

What's all the fuzz about? I verified Myself months ago, and now this?

I only bid on PP accepted auctions, and I don't want to start getting negs for no payment because of this glitch.

It would seem that isn't a glitch. The seller you are trying to pay has his preferences to require a confirmed shipping adddress. You need to contact the seller and see if you can explain to him how he can change the preference and accept/decline on a case by case bases.

Check the top red text on that screen capture.


I understand many don't want a CC on file, but there is a 'work around'. There are many banks that will offer a visa or mastercard debit card. Some will allow you to open an account for as little as $1.00 and send you a debit card . http://www.usabancshares.com/ is one. So basically for $1.00 you can get a card that can be registered with PayPal giving you the 'confirmed address' that some seller's are requiring. I'll be the first to admit that some sellers are going overboard on their requirements... but it is their decision.

Yes, I know. The problem is that the "do not provide a shipping address" is in grey, and not a clickable option.

Is it like that because the seller's preferences?

Yes, the seller's preference has caused the 'confirmed address' to be required. Check my additions to the previous message on a 'end around' tactic.

sorry, that isn't possible. I don't know if there are any mechanics available for bank account addresses to be verified.

I think I found it.

On the PayPal account, click profile, then preferences.

There are a few options, including:

Confirmed Address Preference
Do you want to accept payments without a Confirmed Address? (Choose one)

Always accept
Always deny
Individually accept or deny each payment

I think I found it.

Yup, that's it. Apparently the seller you are dealing with has choosen 'always deny'. Maybe you can explain to the seller you are paying from your PayPal balance and don't have a CC on file and point to your feedback. Some sellers will understand, and some sellers won't.

Glad to have been of help. It is so rare that I am.

Hi preacher4u,

Sorry for the delay in responding (and thanks to uaru for assisting).

The address is not released on a Verified account because the street address has not been verified through the bank (only the bank account has been verified).

This concern has been brought to Product and I will come back with positive news (if it becomes available).
