Even if the stop sign may have been stolen, it would depend on the angle of the crash.
In most states, the laws says the person on the right has the legal right of way in an intersection where there is no traffic control device, that is a stop signal of stop sign. If the boyfriend was on the right angle of Bush's car, then she was at fault. She should have yielded right of way.
If she knew the area well, she should have known the intersection and what is presented. It also seems to me that she may have been able to see the other car in the ddaytime, or the headlights of the other car at night. Stange isn't it?

Don't minors have to obey traffic laws and practice safe driving habits? If a 17 year old killed your mother in a car crash, would you feel the minor was blameless in the simple fact she was a minor?
