Yes, I just completed a complaint to the BBB. Tomorrow I am going to see what I can do about filing a report with the computer crimes division of my local PD although I don't think that they will do much seeing as I cant give them any information about the perpetrator as they are being protected by PayPals policies.

If I were you I would go down and file
in small claims court and force them to
explain. At this point they have not
provided any proof to you or anyone that
they have acted justly. If they are allowed
to automatically take funds back without
providing proof with any international
purchase, then there is nothing to stop
them from doing this at will. They have
not proven that they have not just simply
stolen your money and until they do you
should approach this problem as if they
have. You can very cheaply file a small
claims case against them. This will force
them to appear or respond. You will either
get a reason or they will have to spend money
to try to avoid telling you. Either way
it sends the message that this behavior is
unacceptable. If they do not appear or reply
then you win. Then you will have a legal lean against them. If more people do this
they may get the message. I am in no way giving legal advice or telling you what to do, but this is what I would do.
