I must agree with the people who say the guy is weird, but have a slightly different angle ...
I, too, live in a remote area and the post office is a haul. I mail from home quite a bit. My lovely postman pointed out that unless I use the post office's official Priority Mail labels or boxes, the box will go first class. He also said that using several postage stamps instead of a $3.20 stamp will slow down the delivery because it has to be hand canceled.

Looks like you can get "Delivery Confirmation" on packages picked up on rural routes and city routes too--though the city ones won't be stamped !! Talk to your Mailman....

Yes, as long as the correct postage and fees have been applied, the Delivery Confirmation label (PS Form 152) is affixed to the mailing piece, and a return address is included on the mailing. Rural route customers may give the carrier money to cover the postage and fees. Rural route customers may get a date stamped receipt for the postage paid, but city routes, you will not obtain a date stamped receipt (proof of mailing). Note: items weighing over 16 ounces may be presented by the sender known to the postal carrier at the sender's residence or place of business.

Safeharbor won't do ANYTHING.This does not fall into the category of BODILY harm.
I had a seller that I asked for a refund from start emailing sexually suggestive and sexual innuendos in the middle of the nite. Clearly this person was abusing some substance.
I sent all emails to safeharbor w/ headers and all emails w/headers to his ISP. Did anyone do anything? NOPE.
*^)^^$*#*$@$&!@&#!& him. I finally filed fraud with Lloyd's & the usps.

Thanks, I did not know this, although I use the boxes and $3.20 stamps. Of course, when I first started this the PO had to order the stamps for me!

I didn't know about the DC in rural areas, I will check into it, thanks for the reference, as all too often I am the one to teach the small PO new procedures.

I have an insurance question - I would *love* to be able to insure everything I ship, but i always get 1,000 questions from the postal worker about what I'm insuring. I deal primarily with Celebrity photos and trading cards - the cards usually aren't a problem, but once they hear the word "photo" or "picture" - they inform me that they are unable to insure photos because they have no real provable value. Does anyone have anyway around this? There's only so much you can say will fit into one of the flat 8x10 sized priority envelopes!
