Just tying these back together...
Delaying shipment of a credit card order to a country like Romania or Russia as a defense against fraud is ineffective.
It is fraud. The fact that not all fraud is reported within 1 or 2 or even 10 weeks doesn't change the fraudulent status, and the time does not protect seller.
I've seen charges TWO YEARS old turn into chargebacks. Stuff shipped to Russia, story seemed to make sense at the time.
The problem is, the charging merchant has absolutely no say in the decision. There is no appeal (well, there is one, but it's done by the same people who made the first decision, people who have something to lose by not protecting their cardholder and nothing to lose by taking money back from a merchant).

Helpful hint: my PO gave me a GIANT orange nylon PO bag to use to carry my packages! I know a couple other sellers that have them too. Maybe you should ask for one- they are great!!! Much much much easier for carrying packages! Good Luck!
