If it happened to me I would certainly be upset at both the bidder and eBay. At the bidder for retracting his bid and then lying about it, and at eBay for refusing to refund all fees, and for taking no action against the bidder.
This is a perfect example of how eBay puts sellers at risk and offers no protection for sellers. Would it really be skin off eBay's nose to refund the fees? Either do that, or suspend the bidder immediately. But don't collect the fees from the seller and let the bogus bidder stroll on his merry way. That is simply not fair.
