Interesting. For quite a few years I have been sending cash for almost all of my smaller purchases mostly under $40. I always round up to the next dollar as I never put change in the envelope.
I don't ask for change and not one seller has ever refunded a single cent to me in all those years. I have never expected a refund and would have been surprised if I got one.

I get payments like this once in a while. If it's a matter of a few cents, I usually don't bother. I figure the buyer knew what they where doing, and it was for convienince.
But if it's over a dollar, I figure it has to be a mistake. I won't profit by another persons mistake.
So, yes, if you over paid me 21 cents, I probably wouldn't bother. If someone underpays me 21 cents, I ship it and forget it.

I got a check with a $10 overpayment last week and included my check for $10 with the package. I do not consider that $10.00 as mine to keep since the buyer made a mistake. I would consider that I was being dishonest if I did not refund their overpayment and I do like to live with myself. Would you have sent off the item if the full amount had not been sent?
