Unless he has an upgraded account, which I'm guessing he wouldn't, it wouldn't cost him anything to receive the penny.

and I presume the paypal verified address is the PO box, which is the problem to start with?

It sounds to me like the response was the one that paypal generates rather than that of the buyer. I would simply log onto my paypal account and add a verified address.
This will avoid future problems with other buyers who follow all the suggestions at the paypal site.
