I can see the Response from PayPal now: Please contact customer support or We having customer support look into this now. Forget about that, just have them start clearing the DOUBLE POSTINGS ASAP.

Well after reviewing things, I am quite positive Paypal will fix this matter or risk enormous legal pressure as this will bring the contingency lawyers flocking and with victims on this board willing to help this could be a public mess Paypal wishes to avoid at even a loss. From a business point paypal will fix this system wide Monday or for you conspiracy folks, it may be paypal took all them donations, double charged accounts and will zap everyones checking and file bankruptcy as they skip off on a sailboat to the carribean.

Of course that's why they took the weekend off, long lines at the A/P to get a flight to the Carribean.... Yes I knew it.. SIGH
My uncle was going to fly up from FL yesterday after realizing the cost & wait, he realized it's just better to drive. (in Fargo, ND here).

First of all you guys need to remember that paypal is not a bank, and therefore all the regs that banks follow are NOT followed by paypal.
Double charging your accounts simply keeps YOUR money in THERE account.
If they can keep you from spending YOUR money even for ONE day the ROLLOVER interest on that would generate a considerable amount.
I would not put it past them to have this done at anytime they want to swell there bank account, what are you gonna do?? Complain and they fix it for you - meanwhile they have still made the interest on the rollover - Now it does not sound like much but when you add up all these amounts you can see that it could be extremely profitable.
Bottom line is Paypal Is not a bank and the only protection you have is what THEY let you have.
I am pretty sure all will be fixed up in time, and all your accounts will be fixed (till next time)
And I am Know it will Net Paypal a nice little windfall.

Just wanted to report another morning and still the problem has not been fixed or addressed. My email has gone unanswered, not even a darn auto reply as yet.
And don't say well they said they were changing the CS hours, we know that, but it still says that "We will continue to provide email-based support 24 hours a day."
And the note on paypal about being unavailable this weekend is only regarding the call center, so why no answer to any emails either.

WELL, I TOO HAVE HAD MONEY TAKEN FROM, ABOUT $30.00, I FINALLY RECIEVED A RESPONSE FROM A PERSON TODAY, VIA EMAIL I WAS TOLD THAT THIS IS A MERCHANT PROBLEM, THAT MY CARD WAS PROBABLY SWIPED TWICE AND I NEED TO GO TO THE MERCHANTS AND GET THEM TO FAX A COPY OF THERE REPORT TO PAYPAL, SO PAYPAL CAN FIX THIS FOR ME!!!!! WHAT A LOAD OF CRAP!!!!!HAS ANYONE ELSE RECIEVED A RESPONSE?

people: remember that there is strength in numbers. if everyone cancels their paypal debit card account due to poor service and billing errors paypal will respond with lightening speed to this problem..
REMEMBER YOU ALWAYS HAVE OPTIONS... IF YOU AINT HAPPY WITH IT... DON'T BUY IT....

I wish to report I too have not heard any response on this issue and I am out $1200 and upside down $1200 because of it. I am not jumping to any conclusions until paypal has had a chance to make this right. Everyone keep the heat on for the prompt return of our funds.

This is the email I got. They are WRONG. Completely wrong!!!

Several things can contribute to PayPal receiving duplicate
authorizations
for a single transaction. The primary reason is the merchant swipes
the
card more than once. He/she receives a message indicating no response
was
received and swipes the card again. A response was given, but the
merchant
did not receive it within the time frame allotted for their terminal.
In order to remove the duplicate hold, we need a fax from the merchant
authorizing us to remove the hold. They will need to include the
amount of
the charge, your name, and PayPal card number. It will need to be
faxed on
their letterhead to 1-402-935-2235. Otherwise, if the transaction does
not
complete, the funds will be credited back on the 5th day.
If you have any further questions, please feel free to contact us
again.

I should know sometime Monday if that's true as our duplicate charge is still pending from the 19th.
Funny, but I used it on the 19th, shows the duplicate charge on the 21st as completed, yet the original is still pending! Also, all of the charges that I made in the last two days are still pending also.
I'll bet it's gonna be a busy Monday morning at PayPal!

I have yet to recieve a response to any of the 4 emails that I sent paypal yesterday. And this morning, I am not showing anymore than the one small credit that I recieved Yesterday afternoon.
And, what paypal is telling people (to fax them a copy of the transaction on merchant letterhead) is a big crock of you-know-what!
I watch the merchants swipe my card - the post office only does it once, so it was not charged twice. Who are these people at paypal? Do they think we are all idiots?
Ya know, once, I had a horrible credit card company. I sent them a $700 credit card payment (which was twice my credit limit) via POSTAL MONEY ORDER! Then, after they recieved the payment and posted it to my account, they put a HOLD on my card. They tried telling me that because the amount that I sent was larger than my credit line, that they needed to make sure the payment was not going to bounce! POSTAL MONEY ORDERS DON'T BOUNCE. After several phone calls and run-arounds, I ended up having to fax them a reciept from the post office, with the postmasters signature, stating that my payment could not bounce, seeing as though it was a money order.
I know that really doesn't relate to paypal. But I wonder if it's the same people running both businesses, with the IQ levels of a flea. It just irritates me when a company that is dealing with your money tries to cover up or pass the blame on missing money.
Well, still waiting on Monday - hope my money comes back to me soon!

I know the merchant didn't swipe my card twice...because it was ME running it through the debit card machine. I'd like to think that they at PayPal just are not aware of this problem yet, that the 'tech's' that they have answering email aren't aware.
What time does Damon usually show up on Monday's??

I just went into my account and I still am upside down by $1200. Here is what I have discovered.
On Sept 20,2001 I made $152.11 debit card purchase with the following iD 14b9758214832980v and as of today my account till shows this charge pending and they took the funds from my account Sept 20 when the charge was authorized. Then on Sept 22 the transaction was assigned a new transaction number of 145688762w835333k and the funds deducted from my account again and the transaction shows completed. PAYPAL IS EVEN ASSIGNING NEW TRANSACTION NUMBERS WHEN THESE THINGS GO COMPLETED TO FURTHER CONFUSE US. I HAVE 4 PRINTED TRANSACTIONS WITH THE SAME STORY LINE ABOVE TOTALLING $1200 IN DOUBLE DIPPIN BY PAYPAL. I HAVE IT ON PAPER AND CAN CLEARLY DOCUMENT THIS IF NEED BE. I hope to hear paypal will resolve this Monday instead of giving us the Internet Double Hogwash Story Lines. I would suggest all refrain from using debit card and let your normal bank handle all of your debit card transactions.

At the risk of repeating myself, the "completed charges" do not always "cancel" the pending charges. If they do not, they can be cancelled manually (with documentation) or they will automatically expire.
As for the different transaction numbers, I think you will find these are assigned by the credit card systems and NOT PayPal, else there would be duplicate numbers throughout the systems.

And just a question to Coonr and hcross - Do you guys work for paypal or something? It just seems really strange that you would act as if this is normal and defend Paypal, when it certainly is not at all normal.
No I do not work for PayPal.

What you don't seem to understand or don't care too, is that up until 2-3 days ago, Paypal did not operate this way, when the charge was completed the pending charge was gone, now it's not.
We understand that other cards may operate this way, paypal never has until the last few days.

I do not wish to argue the point with you, but I first saw it happen on my PayPal account, over a month and a half ago.
It could even very easily be caused by some of the events in NY last week. Remember the impacted area was the "financial center" of the country.
My only point aboutmentioning other accounts is to demonstrate this is not something unique to PayPal, hence I suspect it is Visa/Mastercard.

You have a real problem on your hands here - not to mention a public relations fiasco -(Wall Street Journal, etc.), where are you when we need you?
I can just hear the press reports on CNBC and MSNBC now! So much for PayPal's "good" reputation with the press.
Would be nice if someone from PayPal could take 5 minutes and give us some kind of explanation!
Surely not everyone in PayPalland is busy fixing the "technical" problem.

One of the reasons I've been so critical of Paypal is for screw-ups like these that catch unsuspecting people unprepared to deal with the consequences.
PLEASE PLEASE PLEASE remember people:
1) Paypal is NOT a bank
2) They are NOT FDIC-insured
3) They could cease operations whenever they wanted and you could be left with nothing. (Please note: I am *not* saying PayPal is going under; I *am* saying that if they ever did, their often-touted insurance protection would not apply.)
4) If you must use them, do so CAREFULLY. Do not leave large balances in your account; sweep them out often, leaving only an amount you can afford to lose if something ever happened.
I'm truly sorry they've screwed up some of your weekends, and hope tomorrow they'll get their act together.

Count me in for the double dipping. A transaction from the post office is a showing completed debit and a pending debit. I am left with a negative balance.
Paypal is holding a mere $6.01 of my money hostage. I feel the pain for those of you who really need your funds and can't access them. My trust in paypal is dwindling. I can no longer count on the ability to access my funds when I need them.
My guess is that their's many paypal debit card users that have no idea what's going on. Hopefully they're not stranded somewhere because they can't fill up their gas tank because they're SOL with their paypal debit card!

by the looks of it they sent everybody at PayPal on a vacation because they have all been working so had and providing such great service.
So is this just problems with their CC or is anything else affected? I checked over my account and I can't find any problems, but I only make payment requests and I don't use that stupid card as I sweep my money every night. I pay them enough in fees that I am not going to leave on deposit all my money so they can draw interest, and what they give you a few percent back while they are probably drawing 10 times that.
Do you even want to talk to customer service? after you answer the 20 questions they throw at you they should say Congratulations you just won a prize! I once had to call CS a dozen times in one day I spent more time giving them my info than they did helping me. Ever here of a pin number???? or what is your password for the account??? like they don't have it on the screen in front of them.

Well well I seem to have the same problem!
OK I just called the customer service number and got a load of crap.....
He told me that it is not any fault of paypal at all. "Seems alot of
companies are double charging lately" is what he told me. Basically there is
nothing they can do unless I get the company (USPS) to fax something to
them- otherwise he said that the pending charge would 'drop off' around 5
days from the authorization date and credit my account. When I told him that
I have heard alot of this happening lately he got a bit nasty with me and
told me again that it is not paypal's fault. Good thing I only had $10 in
there!!!
I just called back because things did not sound right. I got a very nice lady (Diane) this time and she manually removed the charge. She said that when the PO claimed their funds (2 days after the initial purchase) the 'pending' one should have dropped off but it didn't. It still doesn't sound right but I'm glad that my money is back in my account.
I know that the number is supposed to be down this weekend but I got through fine. I would suggest that everyone call and get it cleared.
Sad thing is that the people who didn't notice may just be out fo that money :0(

as best i can tell from my account, this started on the 20th. anyone else? coonr, it would appear you're the only one who saw this on their paypal account before a few days ago.
if they decided to change the way they're doing it, this is a significant change, and they should have warned all users about it well in advance. this is a debit card, not a cc. i've never seen such activity on this even on any cc i've had, but with a cc you have a buffer of credit; not so with a debit card.
no word back from damon yet, but i didn't expect it. i believe he's out here on the coast, so i assume he'll be back in somewhere around 8 a.m. pdt. he's always been terrific about helping us at aw if there's a problem, so i have every confidence he'll write back, and come here and post.
i'm holding off on using the card until this is sorted out. to those who've gotten replies from paypal that this is a merchant problem, might help to include the url to this thread in your email to paypal.
