If you do not have an account, all you need do, is instruct the buyer to pay in accordance with your terms. They can cancel the payment.

agree coonr, you can have them cancel it or go there and just refund their money...

Have done it several times...

Not if you don't have an account. If you do have an account, they cannot cancel it, you must refund.

I know of several very upstanding ebay sellers that do not accept paypal.com. Two of which use their own merchant accounts, and the others use either billpoint or other services.

Will they now be forced to use paypal.com? What of those powersellers that do not accept paypal.com because of previous issues with them and closed their accounts? Will their accounts get suspended just because they had a legitimate dispute with paypal?

It doesn't sound very good to me. Less competition, and we all know ebay loves to raise fees. C2it.com doesn't support businesses to the level it needs to so there is NO other real alternative to accepting credit cards except maybe propay.com and they now charge a setup fee.

Are people going to go back to merchant accounts?

What's wrong with asking the customer to send a money order? If speed is important, they can use Bidpay. Who really NEEDS Paypal, and all the risks it's use involves?

Please accept Money Order only. I want your customers that prefer to use Paypal instead. I only pay with Money Order if the seller is the only with the item. I suppose it depends on the category you sell in and the level of fraud in those categories. But for the thousands of payments I have conducted, I've only had one major issue with fraud. Heh, I can laught about it now. I should have known better when they to ship to someone to bid really high, had zero feedback, wanted Global Express to Thailand.
