If styrofoam packing peanuts are really banned in France or other European countries then why don't they just publically promote the cellulose peanuts? They are completely bio-degradable and disinegrate in water instantly.
They aren't as firm as styrofoam and can squish or flatten a bit but if you just packed them a little more densely they would work perfectly.
