Tom what if I let her leave the 500.00 in paypal and then do as you suggest have her get a bank money order in US funds would that be ok?

Why not just take a $100.00 bill to a local bank and open an account? Give them the necessary information to transfer the money into that account. When it arrives, draw it out and stick it in your pocket and ship the item. Refund the $500.00 Paypal payment and have the entire amount transferred directly to your new account. It's not necessary to make this any more complicated than necessary. If WU is more convenient for her, you can go that route also. The history of, or Ebay's opinion of Western Union is not important. These people have been safely transferring money world wide since before Pierre and Meg were born. The important thing is for you to have $1500.00 cash in your hot little hands before you ship the items.

WITH THIS AMOUNT OF MOOLA, I'd would INSIST on everything being in compliance with feeBay's and PP's TOS's just for CYA purposes, so nuttin can come back & bite one's posterior in da future!
She CAN accept WU payments, SHE JUST CANNOT ASK FOR WU PAYMENTS!
The ABSOLUTE last thing I would do is tell this seller to send an email to this buyer requesting payment via WU MONEY TRANSFER!
OTOH: if the buyer suggests paying with a WU MONEY TRANSFER, then...FULL SPEED AHEAD! Go fur it, ole bean!
AND YES, please REFUND BACK that PP partial payment as it just opens you up to at least ONE PP TOS VIOLATION!
