I am not returning the item. I already have begun breaking down the collection of 500 pages (removed from binders and placed into proper sheet protectors) and creating new inventory category by combining with another collection of 1000 pages which I recently purchased.

I only requested a refund of $22. My cc has an option for an overcharge refund. Which is what this is. I was overcharged the difference between Media Mail and the $35.00 that I paid.

I know, I know, there may have been a mistake, However, it is what it is. I just do not believe that this seller made a mistake. And, his cavalier attitude spurred me on to push that submit button for the cc claim. I was going to offer that we split the difference.

I thought 35 dollars you paid him is first class postage,insurance and HANDLING.
You cant just throw those sheets out the window and let the USPS mailman pick it up on the street!

Splitting the difference would have been right in he beginning, but not now.

No, I don't make much so is that a reason to cheat...No it's not.

He should have been up front about the postage mistake when the auction ended & offered a split with Bill, he didn't, he got greedy so he should lose out & he will.

Note: if you use stamps dot com, insurance does not show on the shipping label...but it IS insured.

I just received an insurance settlement through them and it was much easier than dealing with USPS.

The media mail thing is just flat WRONG and I agree with the buyer on that point.

The seller should have emailed the buyer to let them know their error in shipping cost and shipped the purchase parcel post. I don't think the buyer would have become upset if the seller had done so.

Waaaay back in my mail order days, I got complaints all the time for overcharging shipping/handling fees. My standard response was to acknowledge their concern, explain that flat rate shipping was applied on a country scale, customers in Minnesota (over) paid the same postage amount sold to Hawaii. Folks were cool with that. If I had incorrectly stated the method we would ship by, infer insurance charges which I didn't incur, that would have been a whole different ball game.

USPS Souvenir Pages are official First Day of Issue Cancellations, which are a mint stamp or stamps affixed to an 81/2x101/2 color page, and include technical and historical information about the stamp or stamps and the designer. The pages are issued flat and unfolded.

2 more quick points, then I will shut up:

Buyer has a STAMP company and should have realized it was too heavy to ship first class, I think he did know, and should have asked the seller about it rather than wait and file a claim with his cc company.

Let's turn the tables - if the seller had sent this item priority for $66, would buyer have requested his cc company to pay the seller the $31 difference? Doubtful, so why should the seller refund the difference?

Why don't the buyer and seller agree to split the difference and just move on. It sounds like you are both being a bit hot-headed about the situation (and understandably so).

It is rather sad,we are selling to each other so we can turn a profit.
Since Ebay is an auction,seller wants to start the asking price low to encourage competitive bidding,unfortunately there is not much competition these days (among the bidders) and plenty of competition among the sellers!
So I am not surprised when the final bid comes in on the low side,the seller finds a way to make some money (or offset some fees) from shipping.
On the other hand,the buyer and in this case is a reseller is determined to hold cost down ,takes time to weigh the package,go online to verify the shipping and insurance costs and decide he could cut cost further by asking for a refund.
All these squabbles just add to the cost of doing business,both Paypal and seller CC issuer have to submit their side of the story to VISA/MC and some one has to sit down and decide which side wins.
How does Paypal handle a partial refund if the buyer wins?and is there a 10 dollars penalty fee assessed the seller?
I feel sorry for the VISA/MC clerk who has to review such chargebacks - is it VISA/MC responsibility to make sure buyer gets his money worth in shipping(media mail versus first class) and how much does the poor clerk know about insurance (USPS,self insurance,private insurance and whether it is insured but not printed?
And what about handling ?How much is the handling part worth?
Who knows?May be the clerk is a powerseller on Ebay!
