Toni: You are dead on about the feedback.
But, I would rather have a neg deserved or not than lose money. I assume you can still write a response.
PS, this is another example of don't use the MUTUAL for FVF. If you had refunded his money and then filed for FVF saying, "Did not pay," the ball would have been in his court and he would have to jump through hoops in order to avoid a strike. I learned the hard way, also. No more Mrs Nice Gal.

merrie, I did refund his money first and then I filed a mutual agreement, he ans it with..I still want to pay and complete this auction....
and yes your right merrie I will take the neg any day rather then worry about what and when he will do a charge back.
In my email I told him I threw the pedal away so what can he possible what to talk about?

Toni: You refund, then do Did Not Pay, not mutual. With a guy like this you know he is not going to agree with anything, just cause problems. I had the same thing happen and once the dispute is filed and the buyer says they want the item, you are screwed!!

Does anyone have any idea why TYPEWRITER RIBBONS would be a forbidden item? Does Italy have a major typewriter ribbon industry that needs to be protected? or are they trying to get the citizenry to move to other types of printers and so decided to ribbons obsolete?
That just seems like such an odd, odd item to restrict.

....he wrote back to me saying "do I leave FB?" I said yes if you want to, only if its positive fB ....lol

I wonder how many millions of buyers will not know that a seller cannot leave neg FB unless when you go there up pops in red letters go ahead & neg them they can't neg you back.
Funny thing is that it's the buyers that usually "beg" you not to forget to leave FB because they think it's so darn important. Most sellers never even look at a buyers FB.
Exception would be if you get an NPB & even then it's out of curiosity.

You can block any country you want on the Paypal site. Log on to Paypal, go to Profile, far right side go to Risk control and block away.
Ok, here is a screen shot of my profile page. Where is your link? The only one I can find either block's all international payments or none. Nothing to block certain countries.

I went to paypal and checked what you said but I don't see a Risk control on the right side, just like STONE said I could only block all none USA buyers

Cant see if it was ever clarified as to whether or not this was part of a musical instrument.
If so, you can contact eBaY and let them know that you listed an auction and inadvertently did not block buyers from a country to which shipping of the item is prohibited.
You can let them know that you CANNOT follow through with completing the auction as it would be against the law. (see if they will eliminate auction).
or..
The buyer of the item is in Italy and fully aware of the legal restrictions.
Didn't he say he has bought several other of these?
Sounds like he is involved in illegal activites.
If so, report to safe harbor and have him NARU'ed.
One of those should work!
edit to add:
I mean, I've already bought pedal like this from US and I'm watching on my ebay other auction regarding the "same" pedal coming from US
from your first post ~ this guy is not only arrogant but also involved in illegal trading activities ~ if all else fails, remind him that you are aware of this but you shouldn't need to bother if you report it to safe harbor!

I have a premier account. Guess you have to have a business account to have the options of blocking specific countries.
This just reinforces the use of Google for international payments.
