Hi. I have some items that require batteries to operate. The retail box does not include batteries.

eBay has a rule about batteries:

Would including batteries violate any rules?

This rule applies only to batteries containing mercury. If you click the more info links on that page you will go to a page that says that it is illegal no sell mercury batteries. Conclusion, if you bought these batteries from a legitimate source, you could not only include them, you could sell them on eBay.
