This is an offshoot of an unresolved complaint I have with Paypal. Another complaint that seems to be very common to Paypal is thier lack of response to criticism. Sure, they sometimes respond to critics in a public forum where bad publicity can be found, but they seem to not respond to people individually. In fact, the only way to reach them is to stumble across thier number. They don't post it on thier site and they are not in any phone directory, at least under a name anyone would know.

Open letter to Paypal and their customers:
It is obvious that Paypal's business practices have caused both concern and harm to a large number of Auction sellers and buyers that have availed themselves of your services. Paypal has expanded into a payment collection system for a number of small web-based businesses. Paypal’s more recent business ventures probably qualify them as a “financial institution” which opens them up to additional responsibilities as well as scrutiny.
When a Paypal user has a problem or concern, Paypal seems to be unresponsive. Their only published contact method is by e-mail form. Apparently, they selectively answer these requests and often without addressing the main reason they were initially contacted. One diligent Paypal employee is evidently assigned to monitor public forums where Paypal is criticized. I have seen his responses come in two categories; he either follows up a post with the company spin or he offers to get involved to resolve the issue. Has anyone been helped?
In a short time searching the Internet, a wealth of information can be found that indicates that there are quite a few dissatisfied customers sharing what is often the same complaint.
I suggest that anyone having a problem with Paypal that is unresolved, report them to:
Better Business Bureau
Consumer Affairs Department of your state.
Federal Trade Commission.
Dept. of Banking for your state.
Also, send an e-mail or letter outlining your problems to your favorite publications. Include the URL for this auctionwatch forum as well.
Save copies of all your communications with Paypal should a lawsuit be inevitable.
Paypal boasts of their positive rating and publicity. Let the public know the other side.
