I recently got boned, by a, "verified" seller, for a camera to the tune of $1300.00
I paid thru paypal on visa,
after reading all the posts here I can expect paypal to do nothing. As I did not recieve the merchandise, will visa hold paypal liable and give me my money back through a chargeback?

is it on ebay, better move fast and tell ebay and fbi internet fraud centre and paypal and usps fraud investigation, get your engine moving.
lest paypal said there is no money in his account.
visa sometimes can stop the transaction if it is not too late.

can visa stop the transaction??
Communicate with your card service provider and inquire as to their recommended course of action. Follow-up in writing and, if you intend to file a dispute with PP's charge, do that also in writing. You have 60 days to do so from the date of the statement the disputed charge is on.
PP may contest the chargeback but you will definitely get their attention. This is quite a large sum of money. FWIW, the last chargeback I worked against a fraudulent seller with their own merchant account took nearly two months to be resolved....3 months after the charge was levied.
Did you get any seller contact information? Was the sale on eBay? With contact information, you can contact local authorites and, if the seller is a business, the local BBB. By local, I mean local to the seller....
There are additional avenues to pursue....one of which is to file your complaint and claim with PP.
I would suggest doing any or all of these steps ASAP if you have not done so already.

Hi kazooclown,
I am sorry to hear of your issues with this seller. I would like to ask that you file a Buyer Complaint first (please review the terms of the program) before filing a charge back, as we may be able to recover before it goes to a charge back.
Consumers can still charge back with their cc companies, but we do ask that they follow the Buyer Complaint Process first.
