I was not up-to-date on this no credit for relists thing. I was a bit confused by your announcement. If I launch an item for a 7 day auction that includes a BIN price and it doesn't sell, is that available for a credit or not when I relist it and it sells the second time? Or is this only effecting stuff that is listing for the 30 days fixed price or eBay store items?
EBay still gives relist credits for auction listings (even if there is a Buy It Now price). They no longer give relist credits for fixed price listings. Please see the following eBay location for the specifics about what listings qualify for an eBay relist credit:
