I have a buyer who hasn't paid or responded, and now I see that he is no longer a registered eBay user. It used to be that there was a post-sale link to file an unpaid item dispute, but I now can't find it. How do I file to get my fees back?

Hello,

From your post sale page, click to view the 'Awaiting Payment' section. From here you can use the 'start' link next to the items to begin the UPI process.

The item does not seem to be eligible for a UPI dispute. Is that because I combined shipping on the two auctions?

I had already gone to the "awaiting payment" section, but there is no "start dispute" box or link.

Hello Marshall,

You will need to uncombine the items first, as eBay will only take the UPI's individually. Click on the order number first, uncheck the box to relist the items and then opt to split the order. Once they are broken back into individual items you can start the UPI process.
