When I use the "free with Buy It Now" shipping option on an auction, the buyer is always charged for shipping anyway even if they chose to Buy It Now. Why is that? And it can it be corrected?
I don't use it often, but it just happened again...item #272210279320 for your reference.

Unfortunately,this is something eBay no longer supports.We could only offer it when people could still use third party checkout and now since all checkout happens via eBay now, the option is no longer available.
You might want to edit your description to remove the term from being shown on your listings.We have also filed a ticket with our enginnering team to have the option removed as it is obsolete.
