If you would prefer to make combined shipping unavailable to your buyers, you can turn this option off via the My Account tab - under the Global Preferences link within.
Uncheck the 'enable shopping cart' box and scroll to the bottom to save the change.
Doing so will disable the ability to add storefront items during checkout as well, if you have items available at Buy Now prices in your storefront currently.
