When going through my images to delete unwanted pictures, i've notice that some of my pictures say that they were last viewed on Dec 20, 23rd and 25th. I have not had auctions running for over a week and I have not used some of these pictures in awhile. How is it possible that they were "Viewed". Does that mean that someone copied my pictures on these days? And if so am i being charged for them?

This may or may not be the reason. It is possible for potential buyers & sellers to search the completed items/auctions within eBay and other like auction sites. They will see the images/auction description just as it appeared when it was up for auction.
Usually auction sites remove the completed listing after 90 days or more to save space, but in the mean time, users can view your closed auctions.
This may be why you have seen image views during days when you had no running auctions.
