I see that feedback has been posted for the items in the order you mention - did you post these manually through eBay or did the feedback show up automatically? Note that there may be a brief time delay between the time you submit the feedback and the feedback posting.
The symptoms you describe may also be related to latency in the eBay API. Sometimes during busy times there is some latency between our systems sending/receiving information.

We posted feedback manually through eBay. This was way past any potential lag time. Had you checked order 630743190 you would have seen step 7 was checked off on 11-30, and feedback was posted for this user on 12-05. The buyer of item 3637419580 posted feedback for us 11-30 but step 9 is still not checked.
