You can import customers using the import link in the Quick Start tab, on the Customer Manager tab.
In order to bulk-mail your customers, you must first create a mailing list. You will see the mailing list link on top of your Customers list. Once the mailing list has been created, you will see the option to send a bulk email from the Mailing Lists view. Please let us know if you have any trouble with this.
If you are trying to import them into the Customer Manager tab then yes, you have to be signed up for a plan. If you are not you won't be able to use any of the Customer Manager features. There is the free Customers tool within Sales Manager that you can use, however it is not as robust as Customer Manager and does not offer nearly as many features. It is also not set up to handle large volumes so if you have a lot of customers, Customer Manager may work out better for you.

SO how do I put the customers in the mailing list, if I do not have customer manager? How do I send bulk email to customers , without customer manager?
Go to Sales Manager and look to the left -- further down the screen will be the Customers link. Click on that to get to the basic page for the free customers tool. There is an import link there to import customers. After you do that you can set up mailing lists in the Display Options box, then email your customers. Just about everything is done from that one main page.
