I just had someone pay for an auction before getting an invoice from me. My auctions specifically say "Please do not pay via PayPal until you have received a total with shipping & insurance included.". Obviously he didn't bother to read that part. But what is the best way to approach the additional fees:
1) Send his money back and re-bill him with the correct amount including S/I?
2) Send him a money request through PayPal for the additional fees only?
Seems like I've read that it ends up costing extra PayPal fees for the seller if payment isn't made all at once or something along those lines. Or did I dream this one up?

If you refund the original payment through PayPal, your PayPal fees for that transaction are also refunded.
The best way to handle a short payment is to refund the payment then send a PayPal request for the correct amount.
