I have an annual listing plan, if I have NO pictures at all on Vendio, and have already paid my $250.00 for the year, will I still be charged an additional monthly fee even if I have absolutely no pictures stored on Vendio?

A Sales Manager Annual subscription fee will apply as credit toward Image Hosting just like any other Sales Manager plan. The difference is that an annual plan is prorated to calculate the minimum credit you'll receive each month.
$250 / 12 = $20.83 minimum credit each billing period.
With this credit, you'll receive 135 MB of image storage free each month because the $20.83 credit is greater than the $19.95 Image Hosting fee.
If you are using Sales Manager to list, you will receive more credits. For example, if you list 250 items each billing period, that's $15 more credit toward Image Hosting (250 x 0.06 = $15). That plus the $20.83 credit for your subscription would be enough to cover the 500 MB Image Hosting plan at $34.95.

I have Ihost Plan: Image Hosting Plan: 3 MB. I was charged the whole $250.00 at once. I have now removed every picture from Vendio. Will I be charged $2.95 next month like I was this month? I had left a few pictures on, but I am not running auctions right now and don't wish to incur the $2.95 a month charge if there is some way to avoid it.

Hello dell666,
Even though you were charged an Image Hosting fee on this billing cycle, the SM Annual plan fee will offset the fee at the end of your next billing cycle. There is no need to delete images unless you are getting to the point where your Image Hosting plan is going to get bumped to above the $19.99 per month plan.
I think this will make more sense at the end of your next billing cycle. I am sorry for the confusion.
I wanted to point out also - simply deleting images will not disable the Image Hosting plan. You can manage the state of your Image Hosting plan under My Account -> My Service plans (click the "see other plans" link.) Note that you need to be signed up for an Image Hosting plan in order to upload images.
